NEW YORK – A convicted rapist was discovered living across the street from a massive middle/high school building in New York City unbeknownst to authorities tasked with tracking the Level 3 sex offender.
New York state Sen. Jeff Klein raised the alarm after his office was notified through the NY-Alert system and realized a discrepancy in information provided by Arthur Ceasar to the state Department of Criminal Justice Services, the New York Post reports.

Ceasar allegedly gave the zip coke of his apartment building on Lafayette Ave. as 10469, but authorities later realized his actual zip code is 10473. The 10469 zip code is about five miles north of his actual apartment, which sits directly across the street from the Adlai Stevenson Educational Campus. About 2,500 students attend six high schools and a combined middle/high school in the four-story building.
State law requires sexual predators to live at least 1,000 feet from school while on probation or parole, and Ceasar was not.
Ceasar was convicted of repeatedly raping a 15-year-old girl in 1993 and released from prison in 2001, only to go back to prison on two occasions to serve out his entire 12-year sentence. He was released from prison in 2005 and required to provide officials with a valid address. The NY-Alert system notifies victims and others when an offender moves, according to the news site.
The 50-year-old is listed as a Level 3 sex offender, which means he’s considered a “high risk of repeat offense and a threat to public safety,” the Daily Mail reports.
“I’m really shocked,” neighbor Linda Tyler told the Post. “I had no idea this guy was right down the hall from me. How is it I wasn’t made aware of this? I have a daughter who just came home from school who just turned 26. I’m going to have to tell her to watch herself.”
Police arrested Ceasar for missing a February deadline to update his address and charged him with two felonies. He was booked into The Tombs jail in Manhattan on a $3,000 bond.

Authorities contend Ceasar has a total of 31 prior arrests, including the first-degree rape conviction for the 1993 rape as well as a pending marijuana possession case.
A neighbor who lived near Ceasar at his previous residence near East Fordham Academy for the Arts Middle School told the Post she’s “happy he doesn’t live here anymore.”
“As a female, I never felt safe around him,” 20-year-old Jessica Pimmentel said. “I would step to the side and let him pass. There was just something about him. He just gave off a look I didn’t like.”
The Daily Mail reports that officials at the Adlai Stevenson Educational Campus had received no reports of Ceasar approaching students.
